Safe Server Lifting in Irish Data Centres: Why Training Alone Is Not Enough

Manual-handling training remains important, but Irish employers must first consider whether hazardous handling can be avoided or reduced through the organisation of the work and appropriate mechanical equipment.

Installing or removing a server is not a simple lift from floor to bench. The task can involve a deep and unevenly balanced chassis, a narrow hot or cold aisle, a rack position close to floor level or above shoulder height, and a need to align the load precisely with rails while protecting live infrastructure.

Good lifting technique cannot change those conditions. It cannot reduce the mass, create clearance in an aisle or provide stable support while a chassis is being aligned. This is why a server-handling procedure should start with task design and risk reduction, not with a reminder to lift carefully.

What Regulation 69 requires

Chapter 4 of Part 2 of the Safety, Health and Welfare at Work (General Application) Regulations 2007 addresses the manual handling of loads. Regulation 69 requires an employer to take appropriate organisational measures, or use appropriate means – particularly mechanical equipment – to avoid the need for manual handling. Where manual handling cannot be avoided, the employer must assess the conditions and take measures to reduce the risk.

The Health and Safety Authority’s guidance makes the sequence clear: consider whether the activity can be eliminated or reorganised, then whether mechanical or other means can avoid or reduce the handling. Training and instruction support the control measures, but they are not a replacement for redesigning a hazardous task.

Apply TILE to the real server-handling task

TILE – Task, Individual, Load and Environment – is a useful way to structure the assessment. It should be applied to the full movement, including removal from the rack, transport through the data hall and final positioning.

  • Task: Does the technician have to reach, twist, support a load away from the body or hold it while another person aligns rails or connections? How often is the task carried out and how long must the load be supported?
  • Individual: Is the operator trained and authorised for the equipment and procedure? Are fatigue, visibility, communication or lone-working arrangements relevant?
  • Load: What are the verified mass, dimensions, gripping points and centre of gravity? Could parts move, or could the balance change as the chassis leaves the rails?
  • Environment: Are aisles and doorways wide enough? Consider floor condition and loading, thresholds, slopes, lighting, airflow barriers, overhead services and the space required to turn or position the equipment.

Choose the control for the load being moved

Different stages of data-centre work require different equipment. A lifter used to position an individual node is not a substitute for a powered tug designed to move a complete cabinet.

Individual servers, batteries and IT equipment

Complete server cabinets

Fully populated racks can weigh several tonnes and should be treated as a separate movement plan. LiftRite’s powered server-cabinet tugs are available for loads up to 8,000 kg. Powered traction can reduce the force required to start, stop and steer the cabinet and can make the movement more predictable for a trained operator.

Loading and unloading introduce additional risks because the cabinet may cross a level change. The LiftRite server-rack ramp is designed to work with a motorised tug and includes self-levelling, secure latching, swivel castors and detachable handrails. The proposed combination must still be checked against the actual cabinet, crate, floor and route.

Build the equipment into the SOP

Mechanical assistance only improves the task when the equipment is suitable, maintained and used under a clear procedure. A data-centre standard operating procedure should address the following points.

  1. Define when equipment is mandatory: State the mass, rack position, load shape or environmental conditions that trigger use of a server lifter, tug, ramp or additional assistance.
  2. Verify the load and route: Record the chassis or cabinet mass and dimensions, identify the centre of gravity where relevant and confirm doorway, turning and floor constraints.
  3. Select and inspect the equipment: Check capacity, platform and attachment suitability, brakes, controls, wheels, battery condition and any accessories before use.
  4. Control the work area: Use change control, isolation, barriers and communication appropriate to the live environment. Keep non-essential personnel out of the movement path.
  5. Assign competent operators: Provide equipment-specific training and define whether a banksman or second technician is required for visibility, connection management or emergency response.
  6. Manage defects and maintenance: Quarantine damaged equipment, keep inspection and service records, and do not improvise with unapproved platforms or attachments.
  7. Review the task: Update the risk assessment when server designs, rack layouts, cooling systems, routes or equipment change.

Common gaps to avoid

  • Relying on a team lift: Adding people may share the mass but can make communication and precise alignment more difficult. It does not provide a stable platform.
  • Using capacity as the only criterion: A lifter may have sufficient rated capacity but the wrong mast height, platform, loading direction or footprint for the task.
  • Ignoring the transport stage: The risk assessment must cover the entire route, not only the moment when the chassis enters or leaves the rack.
  • Treating all racks alike: Cabinet mass, castors, floor condition and centre of gravity vary. A movement method should be confirmed for the actual configuration.
  • Charging in the wrong location: Where battery charging is restricted in the data hall, Lift&Drive models with the PRX control system and removable Ergoswap battery allow charging in a designated area outside the hall.

From compliance to a workable handling method

The objective is not simply to own a piece of lifting equipment. It is to remove or reduce unsupported manual handling and create a repeatable method for moving valuable hardware through a constrained environment. That requires the equipment, risk assessment, SOP, inspection regime and operator training to work together.
